Missing Population?

I'm playing a multiplayer game (version 332) with a friend (team game) and the population of my cities doesn't match the available workers/farmers etc. In almost every one of my cities there are less workers than the city's population. My friend is not having this problem with his cities. The most extreme example is my capital with a population 23 and only 13 workers +1 specialist totaling 14. This is very debilatating becausue I have the unhappiness of the population but not the production.

Here's the autosave from the turn in the picture. I wasn't the host my friend was (so I'm player 2). I'll try to get him to e-mail me his version of the save (I'm not sure if it matters).
