Somebody mentioned skirmishers earlier, relatively weak, but with+50% retreat bonus & collateral damage, sounds good!
In civ3 there were paratroopers and modern paratroopers, to avoid making too much units for modern times, maybe paratroopers would gain more strength and paradrop range through some tech during modern era?

Heavy Cavalry (for ancient-middle ages before the knights?)
Jet Bomber/Tactical Bomber or sth like that between bomber & stealth bomber
Doctor & Great Doctor (yes I know they are already in some mods) adding healthiness to city & maybe some science
Unmanned Reconnaissance plane (or whatever it´s called, cheap air unit & can only perform recon missions)
Some recon unit (like jeep or hummer with limited combat capacity for modern era exploration & war time recoinnaissance)
earlier gunpowder siege unit (moving cannon back in time works well)
changes to existing naval units: firstly, what the heck is stealth destroyer? sounds futuristic to me, maybe there is such units IRL but never seen in civ games before so I don´t understand why is it needed anyway. Attack sub also sounds stupid, it´s better IMO the way it was in civ3: sub <> nuclear/(missile-?) sub.. Missile cruiser replacing battleship is bad too, make battleship stay and missile cruiser´s strength weakened.
Are helicopters considered land units in game? Why´s this? Transport helicopter should be in too.
Anti-tanks could be removed, or replaced with at-gun, which has very minimal strength, like 4 or sth and incredible defence (like 400-800%+) bonus against armored, IMO this would be more realistic.
Artillery & mobile art. should have bombard range of 2, as well as battleship & cruisers.
There should be desert & winter warfare promotions too, to specialize your troops better.
