Mobilization Reduces Culture

I was playing Civ 3 the other day and Spain declared War on me, so I decided to mobilize since most of my cities didn't need to build anything else at the moment. I was currently going for a cultural victory and I knew that I was going to get it, because my capital was nearing the 20000 culture mark. Anyway after I mobilized and was pumping out tanks I went to my capital and noticed it was producing only 44 culture instead of 88. I guess Mobilization takes away the age bonus of culture buildings. Has anyone else noticed this.

BTW when I signed a treaty with spain the age bonus came back. This is so odd.

Mobilisation halves the production of culture.

It's not odd at all, and IIRC it's even explained correctly in the Manual ...

It's one of the means to counter the effectiveness of mobilization.

but mobilization is essential for total war.
