Mod for making civ's not start so close to one another?

It's become quite an annoyance for me to see how close other civs start next to me or other civs. I'll be blunt I don't like my neighbors being so close to me during the start of the game. I've tried to modify the min civ start distance and pushed it up to 25 but I've noticed that does jack squat. Anyone out there who has more experience in this matter?
