Somebody posted saying that it could be done, but as everything is intertwined with the players it would be quite a tricky fix to make. As Warlords is just around the corner it'll probably be easier to wait until this limit is either removed/raised before doing this.

I was sifting through the SDK code last night seeing if there was something... there's a reference to a variable MAX_PLAYERS, but I couldn't find anything that defined what that number was. But... oh well. Might as well just hold out for the expansion.
It is hardcoded in the main core.dll. That can't be changed at this point. It is in CvDefines.h but states clearly that it isnt moddable. Firaxis will have to chnge to allow modding.
