Mod repositioning city states with conflicting TSL rather than removing them.

    As in the title. This is mainly a problem when using TCS's city state packs, where I'm getting Caananite city states popping up in South America and Sri Lankan city states in Europe. Only happened since I updated to the latest version.

    There is an option in the advanced setup screen ("Allow random placement for civs without TSL") that will use the normal placement code (ie "random") for civs that were not placed because their TSL is either missing (not configured) or not available (another civ was placed there first)
