Mod Request: Extra hotkeys

Is it possible to create a mod that adds hotkeys for Civilization 7? I found such a mod in Steam Workshop for Civilization 6 (Extra Hotkeys by noob 1). There's even a link for the source code in GitHub.

This game desperately needs extra hot keys, for sure. Since no such mod has yet appeared, I suspect it cannot be done with the game as-is. I'm hoping a future patch will open up this ability.
