modded civilizations and leaders are not showing up in the set up menu

I'm trying to install some of JFD's civilizations along with a couple others. I'm playing on the vanilla version They all show up in the mod menu and I can enable them, but JFD's civilizations dont show up in the set up menu at all. A couple of the others cause all of the civilizations to disappear except for one or two. Two of them work, but when I get in game it forces me into touch screen mode even though my monitor isn't touch screen. Why does this happen? Mods that do things other than add civilizations work just fine, but these dont.
