Modding AI: questions and ideas.

Hello to all in the Civ4 forums. I have a lot of experience with modding Civ3, but i have decided that i want to try my hand at Civ4. What i am curious about right now is if it is possible to mod the barbarian ai using a sort of governor system.

For example: governor A of the city of BARBCITYA is in the middle of a lot of other barb cities, so he decided to try and rule his (and the other nearby cities) almost as a unified kingdom, or at least a feudal/vassal state.

Governor B of the city of BARBCITYB is in the middle of nowhere but has lots of production and iron, or horses and so decided to be more nomadic in nature.

So my idea is to differentiate Barb "governors" based on a number of factors in order to provide a unique (or semi-unique) challenge for each barb cty.

Does anyone have any suggestions about how i could go about this? or if someone else has done something like this, can someone direct me towards this thread/person? thanks
