Modding the culture border pop algorithm?

Would this be a XML change, a LUA thing, or a C++ doohicky? Is this something I can start looking at before the tools are released? (Bonus points if you can tell me where to start looking).

It is in the C++. There are a few numbers in the xml that will change the pace, but not the algorithm.
