Modifying CPU assigning specialists for you

I have seen the AI automatically allocate specialists in cities - I think this is primarily when it wants to prevent growth, or there are surplus people without tiles to work.

Where do I go to change this behavior? Can I pull it off in Python? Thanks for your help!
