modpack, explorer units and governors

I'm finding that when I use a modpack (like the current version of the LWC mod) that the governor won't follow build orders. Like when I say "never build workers and defensive and offensive" the governor will usually build one or two explorers before changing a city over to wealth. It follows the "don't build defensive units" just fine but the explorer units seem to not meet any of the criteria or something so they get built when there is nothing else to build. :confused: What gives? This didn't seem to happen before I started using modpacks.
