So, I've been playing my first game of Rise & Fall, I have 2 jobs now so I can't play as much as I used to but I'm in the Atomic Era and have killed everyone's armies and just have to conquer 50 or so cities to win with no real opposition.
It's a lot more fun, I completely failed at my first invasion and had to reload due to having no idea how Loyalty works, the game is definitely a lot more balanced, the AI actually managed to take a couple cities including one with walls although I'm playing on King and they couldn't hold them.
I really like the changes to governments, they are a lot more balanced, Monarchy is actually a viable alternative to Merchant Republic in the Middle Ages and for modern governments, if anything, Communism which used to be the strongest is now a bit underpowered, 12 production max in only my cities with governors is not a very good bonus at all.
Anyway, as I said, it's now the Atomic Era, I'm winning militarily but Kongo has the tech lead and Scotland is on par with me. I recently looked through the diplomacy...and every single civ has Monarchy as their government, this is on Huge, I conquered America early so that's like what, 8 civs? Sure, the housing bonus is very nice, but it still doesn't compare to the policy slots of Communism or Democracy...
Can it be that they just haven't researched the other government civics? Or has anyone else noticed this as well? It is actually pretty awesome from a roleplaying perspective as everyone declared war on me and my space race game turned into a Communist revolution against the monarchist governments ruling the rest of the world, it is a bit silly if they just all refuse to give up on the relatively minor housing bonus and outright stupid from a strategic perspective, though.
