Monitor Flicker

(I'd post this in the Computer Forum, but I can't access it for some reason and this problem is bugging me.)

I just bought a new 15" flatscreen monitor. Its a LiquidVideo brand. I normally use it on 800x600 resolution, with no problems. But, when I play Civ3, it switches the resolution to 1024x768. For some reason whenever it does this, there is major screen flicker, with little lines of flicker on words, pictures, everything. I can't take a picture because it appears to be a monitor related problem. To make sure it was a problem with the resolution, I switched to 1024x768 on my own - same flicker.

What's wrong? Why can't my monitor display 1024x768? And if there is no way to fix it, can I play Civ3 in 800x600?
 
ok what is it your native resolution of LCD? and what is recommended refresh rate?
I assume it is 1024x768 with 60Hz
Windows XP defaults D3D games to 75Hz. You can put Refresh=60 into ptw.ini file
You should use your LCD only at native resolution.
