Another way to increase your chances of getting leaders is if you are trying to capture an enemy city then use your veteren units attack first and when you get to the last guy who defense the city use your elite unit to capture the city. In my experience, you will have more chances of getting a leader. The rule also apply when you are attacking a stack of enemy units. Use your elite to attack the last enemy unit. I am not assure you it will happen all the time but you will get more chances. HAVE FUN

I find it more important to have more Elite units than to get another leader which sits in reserve since there are no new wonders to build (built them all anyway ;-). Hence, converting Vet units to Elite is more important.

I don`t know if it`s true, but I also see an awful lot of leaders from capturing cities, and few from other victorious fights......
