More Envoys for Liberated City States - Gives you 9 instead of 3 envoys to any city state you liberate

The headline says it all, this mod gives you 9 envoys instead of 3 when you liberate a city state.
I always found it a bit petty that you only gained 3 after fighting a heroic battle, sacrifing your own people to free the suppressed citizens of another state, spilling the blood fighting a murderous foe... ok, yeah... so this mod gives 9 envoys.

Note that city states grow their territory by 1 tile when they receive an envoy, so they might snatch away some (currently still free) tiles after...

Just a heads up but this doesn't work in Multiplayer. After a player takes a city, they get 9 envoys in it. After a turn, they desync (if they're not the host), and the host suddenly has 6 envoys in the city state even if they've never met that city state.
