More form and levels for palace?

I'd like to suggest for more form and levels for palace, for both RFC and RFCE.

There could be 3 kinds of palace: Palace for agricultural and imperial, Chief horde for nomadic(like Mongol), and Capital for commerical and democratical/modern civs.

The originial, basic palace can only support up to 3 cities, beyond that there will be stability penalty. Upgrading palace can add stability, therefore we can encourage some capital moving.

What's with the numbers? Ex: Capital 5 400 industalism 4 4 4 25 12 ...
And I don't know about RFC:E, but in RFC, moving your capital city more than once deeply affects your stability.

So I guess these Palaces would be a way to give the different types of civs bonuses. I can see how it could be a good thing to treat vastly different cultures as different beasts, but I suppose there already are bonuses (production, science, whatever) attached to the different civs in RFC.
