More than 256 cities possible?

I'm making a 21st century Europe scenario, and I want it to be a massive scenario, so it would be very nice if I could make more than 256 (or is it 255?) cities. This option isn't in the Civ 2 unlimited patch unfortunately, so does anyone know if it is in any way possible to create more than 256 cities?
I remember playing a scenario a long time ago that had more than 256 cities, so I guess it should be possible somehow.
Any help is greatly appreciated!

No it isn't possible. 255 is the maximum.

You can't possibly have seen a scenario with more cities. Maybe the creator used units/terrains/airbases to cleverly simulate more.

Addiv, take a look at the Europe in 2002 thread. I was going to make a 21st century Europe scenario also. Ive turned it over to the public now. Maybe you can get some ideas from the thread. I can give you my files i'd made so far it you'd like. Just PM me.

OK, too bad. I'll make it with 'just' 256 cities then.
