I think that civs in RFC should be more diverse than just one unique power, so how about adding another one? it would make each civilization really different form the others. So here are some suggestions:
Vikings: the power of sagas- all Viking naval units can move trough ocean tiles after the discovery of literture and optics.
Rome: the power of concrete-Roman cities construct buildings in the Classical age 1.5 faster
Britain- the power of the British Mandate-civs will vasallize and capitulate more easily.
