Most impactful One City Challenge?

I've been wondering this for a while now. Not asking who is the best civ to play as for a OCC, but rather if you had to use one for a One City Challenge, which one would create the largest divergence from a normal game/biggest impact in overall game outcome?

At a guess, I would assume China - that's a lot of unclaimed land for SEA, Korea and Japan to grow into, but perhaps I'm underestimating the impact of colonising nations?
 
I think this is a roundabout way of asking "which civ overall has the biggest impact on the game's history?", and by which criteria?

Not quite - rather which has the biggest impact by their absence. This could be more from neighbouring civs that would otherwise be kept in check being able to grow far beyond normal means.

Who would take up that free real estate, and who is free to act in different ways eg not being denied access to the sea, old empires not being shattered by a new emerging one. Arabia detonating the middle east for example makes the Byzantines a lot stronger, or no France means the Germans might have access to the Atlantic a lot easier.
