Write in candidates:

These are write in because they're, well, highly rated, and I don't see why they would be underrated.
 
I'd say it's England or America. Both have bad UUs but also both have very good traits in higher levels
 
India. I had a game in which I was placed on an island that lacked horses. Those elephants came in handy.
 
Persia is not underrated,at least for me.UU must be both good AND come to available at the right time,immortal satisfy such condition.And Persia is industrious and scientific,these are two handy little feature.
I'd say Romans are underrated in the game.Their legions should be a lot stronger in both offensive and defensive power during the middle age.
 
America. everyone thinks the trait combo suck as well as the UU, but anyone who is good and has played an american game through will know the benefits and realize that they are VERY good.
 
true, every american game i have i get LOADS of nukes, yet with other civs i cant quite seem to get more than 20 ICBM's while as america i get well over 200.
 
Given how many people have placed in the CFC HOF with America, I'd hardly consider them underrated. Persia and the Ottomans are definitely not underrated, just on the basis of their UU's, much less their attributes.

My choice would have to be the Chinese. When used right, Riders own games.

Industrious never sucks as an attribute. Expansionistic, on the other hand, doesn't truly shine except on huge pangaea's on higher levels.

The UU does blow some serious chunks, though, all the time.
 
I've got to say that the Celts are pretty useless :cry: . The Mongols and the Zulus on the other hand have a good advantage over the others. Being militaristic gives you the option of easy conquest on any level. ;)
 
I would say America, especially if you have C3C. That Expansionist/Industrial combo made them a powerhouse in my early game.

(Until I conquered them, that is...:p)

Who could possibly underrate the Chinese? Militaristic and Industrious, plus the Riders? Forgeddaboutit! The Chinese have always been my powerhouse Civ. I'm going to echo most of the others: IMHO the most underrated is the Americans. Put em to use on a huge map, and victory comes to town.
 
America. Always love playing as them.
 
Korea. Every time I play them on emperor and above (sometimes monarch), they prove to be a damn tough opponent. Hate being next to them.
