mouse cursor pop-up

How do I turn this thing off!!!! I've been playing this game since, I dunno, 1989 or something. I guess I should be making my own mods, but...

I can't remember if the other versions did this or not but the pop-up window that happens when I mouse over any game feature really messes with my experience in the UI. It even comes up when I'm pressing the load game button and says "load a previously saved game". Very redundant.

Please someone help.
