Moving after Bombardment?

Is it possible to allow units to move after bombarding without the DLL code to mod?

Perhaps a Lua script?

Yes. In the Unit Promotions table is a "can move after attacking" flag. It's given on the Logistics and Blitz promotions, or as a separate promotion used for most horse units. So if you want artillery units to be able to move after firing, just give that promotion to all of those units. It's a simple XML change.
