Moving citizens from hex to hex and resources (android)

Couple of question:
1. Resource become available only if citizen work the hex?
2. If it so how can I move citizen from hex to hex?
The question arises then I had single iron, encampment but knight unit was red. It was like iron was not active though it was in my territory.

Resources are active as long as it is within your borders and wth the improvement built (example mine over iron). You dont need to work the tile.

Unike previous civ games, resources arent either you have it or not, you need a specific quantity. For example, you generate X iron each turn, and each unit requires Y iron per turn.

To move the worked tiles of a city: click on city->click on icon of a head->click on the tile you want to work
