does everyone in a pbem game have to have the same version? For example if i have ptw1.04 could i play with a guy with 1.14?

I never tried it. I would think that if you sent a 1.04 save to a player with 1.14 installed, the 1.14 version would load/convert it but if somebody sent you a 1.14 save it would not work on PTW 1.04. Why don't you try the patch?

i got the patch, but since my version is off -----, after i install the patch it asks me to insert cd; i dont have a cd.

Moderator Action: That is because you downloaded an illegal copy of the game. Buy the game first, then ask. Sorry, but we won't help anyone who pirates a game, especially a game from Firaxis.
