Voted caravan. IMHO we need lots of trade routes for our economy to flourish. A courthouse could do some good, but we will probably get democracy in not too long.

Could we move the worker from the non-shielded grassland to the shielded one?

Why marketplace people??
The city has only one tax revenue. The market will do no good!

The city is growing rapidly and will be generating more trade by the time a marketplace is complete. Caravans will have more effect if there is a marketplace in the originating city, IIRC.
