Well he haven't even explored to the NW... So hard to say how fast he needs it, but there is no reason to settle further directly north right now...

You will definitely need to tech IW soon unless you plan on taking the non-jungle land first.

There seems to be so much good non-jungle land that I don't really see a reason for that. More exploration of AI location is needed for final decision though
