multiplayer: same turn, same wonder?

I've got a strange question. :)

Which player in multiplayer game will build a wonder if two players finish the same wonder on the same turn?
 
Whichever one has the lower player number (whoever was first on the list in the game start up).
 
Really? It's been a while since I played multiplayer, over a year actually. So I guess I might be wrong here. I guess I'd like to see confirmation from either a) someone who has looked at the code, or b) someone who has played enough mutiplayer games to have experienced this and can be sure.
 
I don't know how it is, but it SHOULD be the first player to end his turn when the wonder would be completed. That is a logical tiebreaker with some cost/benefit (you might miss out on useful actions by mashing end turn early, but are likelier to win the wonder).

In the "Section 2: Civilization 4 Multiplayer Concepts:" it says:

When two players finish a research or wonder at the same time, the tie will go to the player who is first in the order of player’s turn. In simultaneous games, everyone goes at the same time, so whose turn is run first?

A smart person would say that it’s the person who ends their turn first..... Don’t worry if you didn’t think this, because it’s wrong anyway.

unlike normal games where player 0 always gets to start their turn first, all the player ID’s are “shuffled”. Then, players “start” their turn in the shuffled order, so player 0 is not always first, and it’s a matter of luck as to who wins if two Civ’s finish at the same time
