I'll put this in jot note format so it's easier to go through. Any help will be greatly appreciated! I really just want to play multiplayer with my friends.. 
- When I host the game breaks for everyone
- When I try to join others my game breaks and they continue
- If i don't get a texture and XML error or a runtime error I get 'cannot connect to multiplayer room'
- I have to close multiple windows of the same error until another error show up
- I can play single-player perfectly fine
- Couldn't connect on a second laptop either
I have tried:
Verifying Game File Integrity (5 times)
Removing and deleting all my mods
Disabling/re-enabling all DLCs
Uninstalling then reinstalling the game
Updating Windows 10
Updating Drivers
Updating VC Redist
Updating Microsoft Visual C++
Updating Java
Running the game as administrator
Making sure the programs are allowed through my firewalls
Removing EUI
Trying both DX9 and DX11/12
and a lot more stuff I probably have forgotten.
My Computer Specs (Though I've never had trouble running Civ V at all)
