Multiple Free Promotions For Multiple Unit Combats for Traits - already done?

Before hiring Asaf, I wanted to ask if there is a modcomp anywhere which changes the free promotions in civ4traitinfos.xml in a way that you can enter different promotions for different unit combat classes!?

Like...

Combat I for all Melee Units
Flanking I for all Mounted Units

...in one trait.

I know there is a python way to do this, but I'd love to have it sdk based.

I think RifE (FfH mod-mod-mod) has such a thing. But it could be python based.
