For starters:
You'll need to go into Options while playing the game and Check "Quick Combat (Offense)" and "Quick Combat (Defense)". Also, in the Graphics tab, set everything to low, Anti-Aliasing MultiSamples to o, and screen resolution to 1024x768. Check Animationz Frozen, Effects Diabled, and GLobe View Buildings Disabled. Then restart Civ.

Freeing up RAM so Civ4 has more to use:
Making the advisor animations smooth as a whistle, reguadless of video card:
No in-game movies to prevent Civ4 from crashing:

I'll keep posting in this guide as to how you can increase the tolerability of the game

- Click run
- Type 'dxdiag'
- Click the 'Display' tab
- In the DirectX features, click Disable next to 'AGp Exture Acceleration

- Disable your Anti-Virus and make it so it doesn't come on when you start your computer
- " " Firewall(ZoneAlarm, etc...) " "
- Diable anything else you don't need to come on when you start your computer(basically most everything in your sytem tray

- Open My Documents -> My Games -> Sid Meier's Civilization 4
- Find CivilizationIV.ini
- Right-click it, and select Edit. A notepad window should then come up
- Scroll about 2/3 of the way down the document until you see this:
"; Set to 1 for dynamic animation paging
DynamicAnimPaging = 1" - Change DynamicAnimPaging = 1 to DynamicAnimPagin = 0
- In the notepad window, go to File -> Save
- Run Civ4

- Change it to read NoMovies = 1
- Save it
- Restart Civ4
