Well it's pretty simple. I beeline for hinduism at beggining, and try to grab only a few other relegions. I then use a combo of vasslage and theocracy, build a barracks in Sparta(always my warfare city) and then mass phanlaxes. I choose the person I'm going to pick on by about 250 AD based on who's closest and who's weakest... I then usually get about 2 promotions for the phanlaxes, which is usually Combat II and Combat III. All new cities I recieve I use a Great Artist to expand their borders, taking advantage of the Philosiphical advantage. They become mini-war factories, and I continue on. Ok, maybe not so simple. Good strategy?

'Lanx rush? Always a good plan when one runs out of room...just remember to support them if needed...>>

After they start to get smart and send out axes, I change promtions to Combat II and Shock. I also switch to Longbowmen and Axemen. I keep making phlanlaxes though.

I agree that you may be attacking to late. I also think a good strategy for Greece will vary depending on whether you're playing Perciles or Alexander. With that said, I have a couple questions about your strategy -

1) What's the reason for your early push to Hinduism? If you're playing a warmonger strat, why not start with prioritizing BW to find the copper in order to get those phalanx out as soon as possible?

2) Where are you getting the great artist from? (Where are the GP points coming from?) It seems to me that there's better uses for a GP than wasting it on a great artist to expand your boarders - especially if you've founded an early religion... more especially if you're playing as Pericles who has the Creative trait.

3) If you're playing as Alexander (which it sounds like you may be from your post), a city with just a barracks (no vasselage / no theocracy) will spit out combat 1 / shock or combat 1 / cover phalanx's out the gate. You could even go with the city raider promotions - but I'd stay away from combat 2 & 3 that early. No need to wait for the civics changes - in fact, if you have a state religion, I'd rather run organized religion for the production boost.

Hmmm, what level are you playing at? In most games by the time I have access to Theocracy and Vassalage Phalanxes would be obsolete. The AI would have Longbowmen around this time, after all.
