I'd just like to say that for both positions I'm nominated for (foreign affairs & military) I hold the same opinion:
This is just a multiplayer Civ3 game. We will all argue and decide together what will be the best course of action. In principle the only function I have is to cut the knot. In this perspective we can call it a direct democracy. The exception is when there are urgent matters.
I will especially pay attention to those who have many experience with multiplayer games. But I myself have quite some experience with PBEM games as well.
