Mystery -1 for spying but I never laid a finger on it

So there I was peacefully conquering my own continent, when I get a -1 diplo from Josef (I think it was) for spying on him.

Only thing is, he's on the other continent and I've never set foot on it! An early boat trip round the bay and that was it.

Playing LoR here, dunno if that makes any diff.

It could've been worse, one of the options under that random event has you dowing him.
