I have seen this bug twice now in the past two games I've played. If this is not a bug, I would appreciate it if someone would explain why this happens. I have a screenshot at home if someone wants to see what I am talking about (but not here at work ).
The bug is quite simple - for some reason, in a standard (epic?) game, before ANYONE has Sanitation, or is even in the Industrial Age for that matter, the captiol of a civ grows beyond the limit size of 12. The first game I played in C3C I was the Egyptians and my capitol grew to a 16 before I even had Hospitals...but only my capitol.
On the last game, the Celts' capitol was a size 14 when no on was in the Industrial age.
If this is not a bug, would someone tell me what is going on? Thanks!
PS - it seems this only happens to one city on the entire map, as if it is a benefit of a wonder or something, but I'm not sure...
