NASAMS medium range SAM (towed version)

This is meant to be an upgrade to Gwendolyn's Hawk SAM to fill the niche of towed medium ranged SAM system in the late cold war/modern age.

The launchers are moved by truck but need to be emplaced like towed artillery. So the unit should only have 1 movement speed and doesn't require oil. Maybe be make it require rubber only. Oil to me represents the heavy fuel requirement of a fully mechanized unit.

I suggest using it as a killable artillery unit with low bombard value but 3 ROF (use C3X artillery mode in that case). SAMs have been used to bombard ground targets in real life. AA guns on the other hand have higher bombard value but only 1 ROF, making them rather good at providing defensive bombard. That way the AI will mix in a couple of these guys into their artillery SOD, making bombing it quite risky. Of course, give it high air defense value. Unfortunately, as for now, we can't implement air defense values on more than just 1 tile. Maybe Flintlock can change that in the future. If so, then medium range SAMs should have a radius of 2 tiles.
