Ok, so this is something I have noticed since civ4 came out. Whenever the city build list comes up and a national wonder is suggested (ex: Oxford University) or a type of cathedral is suggested (ex: Islamic Mosque) it reappears as a recommended build item in the next city build list. So, if I can select 'Oxford University' from two city build lists and what happens is that the second city ends up buildling nothing (a blank space where normally the building info is written). It's just a little annoying thing that I have to remember that I already assigned 'Oxford University' to one city and can't really select it for the next city. Just thought I'd mention it. Thanks.

This also applies to national units.
The opposite applies to buildings that have just become available - due to trading, in that these don't appear in the build list at all and can only be built by examining the city.

The problem is that the popup reflects the state at the beginning of the turn, and isn't updated when events change things.

Still, that shouldn't be hard to fix don't you think? When clicking a building option, it should update so that the next city wouldn't be allowing you to select that very construction order...

The fix is to not store the information in the first place.
As it stands if you have 20 cities that have just completed something then at the start of the turn it produces 20 lists of building which then remain untill the popup is cancelled often at the end of the turn. This could be using significant amounts of memory, and may indicate that the reccomendation is based on the state at the start of the turn.
