"Nationalism" needs to be changed

I admit that I like the idea of nationalism. There should be some negative to capturing an enemy city. Unfortunately, nationalism, in its current state, isn't working. Instead of capturing cities, it is more advantageous for a player to plunder them, and create a new city in the territory. Since, usually, when a player decides to mobilize their economy for war, he or she must negate the cultural aspect of the game. So, in most instances, it's almost impossible to retain the captured city, unless the player is obsessed with micro-management. Furthermore, the massive amount of workers, slaves, that a player can get from plundering a city, makes plundering a city, an even more lucrative option.

Therefore, generally, if a player should not choose to capture a city, nationalism needs to be changed. I suggest that the possibility of an enemy city converting back be toned down dramatically, so that a player chose to capture a city the majority of the time.
 
. . . and you shouldn't be able to raze a city once it gets beyond a certain size, too. For example, when a town has more than a population of 3, have it so the raze city option just kills half the population and certain improvements (like a courthouse, police station, forbidden palace). With half the population gone, you now can move in your own people.
 
I'd put in a kind of "ethnic cleansing" kind of thing (so you can kill the citizens and move in your OWN citizens instead!
 
i know what would be fun :) bring back partisans after you take over a city and raze it. That way there would be a dissadvantage to pilaging cities. Also make it so if you fill up all the city spaces they will apear out side of it. Just make surethere aren't any loop holes to avoid it. B/c i'm sure that ppl would think twice about pillaging that size 12 city if they have to put up with say 8-12 new enemy units. If you can draft citizens they should be able to attack you and become guerillas
 
Another option might be to send all those displaced people to one of your cities (as resistors). That would likely tame the pillaging of cities. Or maybe your people should get unhappy everytime you pillage a city (sort of an enhanced war weariness effect).
