I just noticed that when placing a naval unit on 'automove' in my game, the ship will go anywhere regardless of open/closed borders agreements. The AI also seems to be able to enter my sea squares willy-nilly even when no open borders agreement exists. If I try to move my unit into the foreign territory manually, I get a "Do you want to declare WAR?" question. But with automove, no problem.

the units that can only transport settlers, workers, explorers etc can enter foreign terrain even with closed border.
that is one of the early ships, and the u-boat.

yes.
even if the unit doesn't actually carry one, but has the potential to carry a military unit, it cannot cross closed borders without triggering war.

Caravels and subs can enter enemy sea squares without an open-borders agreement or declaring war. All other naval units, including transports, galleons, and battleships, are forbidden from doing so.

Okay, thanks. I THOUGHT I saw a galleon do it, but I could easily have been wrong; I had a lot of caravels hanging out in the same area. I'll check tonight.
