Naval game play.

I've personally found naval to be the most useless or uninteresting aspects of the game, often playing pangea style maps to avoid the mess. The only point to me personally is naval bombardment, defending against barbarian pirates or exploration.

I was wondering how at least for me it might become more important and this was my idea.

Give naval a resource value. Eg as you build ships you earn a naval power income. This can then be spent on influencing negotiations or trading in diplomacy etc. ships could exert some sort of territorial pressure which could effect coastal settlements maybe by slowing or preventing spread into naval tiles or effecting negatively culture or happiness etc. this would mean you'd always need some sort of naval presence even without direct combat in mind. It would be a way to hamper and effect your competition.

The currency you generate could also be necessary for bigger classes of ships so if you want a battleship or a carrier you will need to spend naval resources to buy it. You couldn't have no navy all game then just spew out battleships in a few turns for instant naval domination.

An additional thought is potentially a naval currency/ resource could be required to progress in naval research. Being able to research naval tech would suggest a level of experience to progress through to better technologies. So to research a naval specific technology you need to spend accumulated naval power currency/resource.

There is I'm sure issues with this or more that could be offered but I wanted to share it as a discussion peace for consideration?

How do you as. A player feel about naval in civ?
