Need a merged mod for Paypal

I work and do not have the time to try and mod this game. Please read over what I am looking for and give me an estimate of dollars, timeframe, and which mods you can include. I am very serious about this. I have enjoyed some mods, but the mod makers leave over time and their mods break with new updates.
