I'm doing this "Norway" mod, where I'm adding a new unit and a new civ. My scenario folder looks like this: (norway\)

Art (No files)
-Civilopedia (No files)
--Icons (No files)
---Races (x2_Bondevik civpedia lg.pcx | x2_Bondevik civpedia sm.pcx)
---Units (kystcommando.pcx | kystcommando_small.pcx)
-Flics (8 bondevik animations .flc files)
-Leaderheads (11 bondevik pics .pcx files)
-Units
--Marine (Standard Marine files, Im using Marine animations for Kyst Commando)
Text (PediaIcons.txt | Civilopedia.txt)

Everything looks good, the civpedia pics are .pcx created in Photoshop 7.0. However, after starting the scenario I get Bondeviks face up perfectly, but when I press "details" (and it opens the Civilopedia) I get a black picture instead of the x2_Bondevik civpedia lg.pcx icon.. Same with the Kyst Commando. Anyone knows why this happens?
Everything else seems to work good enough..
Attatched the PediaIcons.txt in case theres something wrong in it. (Btw, deleted I get the Civilopedia description, and Ive deleted the incas to make room for the norwegian civ. Diplomacy would probably crash, as I havent fixed it yet, I want this to work first)

I hope someone can help:(

If the pic is just black instead of the right colours I'd bet it is saved with 24 million colours instead of the 256 colours it should be. In my sig I have a link called "Get correct transparency with photoshop". It's written using Photoshop 6.0 but I think it should work for you too.
Take a look.
