I don't get the surviver part.
What would the point of the movie then? You can't just put things in without a good reason.

Where does he get a zombie?
Nobody's done it. Like the beginning scene from 28 Weeks Later. Just how they got there, and what is happening. Just no zombies invade, leave it to the viewer to decide at the end.
I get it. I could use something along those lines.
What would be cool is one of those M. Night Shyamalan twists. Like, people are afraid of a zombie invasion and hole up, but THEY ARE THE ZOMBIES THEMSELVES.
I think I'm going to move away from the zombie idea but it would be cool if Something like that happening.
At some point, some where, there needs to be a reference to 'someone stole my video camera and my pants!'.
Something like that would be cool. Like, you go to a part where it is to complicated to film so you say "The following story could not be filmed so it will be told because the camera was stolen"
How about they're all afraid of zombies and in the final shot you finally zoom out of the room and you realize that there were NO ZOMBIES ALL ALONG.
You could have a myriad of explanations for it (but don't put it in, just give hints along these lines)
1. zombies were defeated a long time ago
2. they were never real
-the people inside are on drugs
-the people inside are part of some crazy cult
-it was a prank gone horribly wrong
-the people inside are mentally unstable
Now the zooming out idea is real funny.
You know, people are milking this way too much. YEAAHHHHH!!!
but you have no controbution
Zombies are not funny.
Have the kids act out a modern version of an old children's story. There are some funny ways to do Goldilocks and the Three Bears in a modern way, while adding humor and still keeping the basic premise of the story. That's how I kept the kids entertained when I babysat.
Or how about a "relic hunt"? You don't have the budget for an Indiana Jones epic, but there must be some item they could look for, and use some interesting local places to stand in for exotic foreign locales. This could be as mysterious or as funny as you want; after all, some of the best episodes of "Relic Hunter" were campy.
A relic hunt could be a good Idea. And there are other people trying to stop them on the way.
Just don't make it too National Treasure-esque.
make them all realize the zombies they were afraid of the whole time are really just vampires.
And the weaknesses of those vampires would be bubbles! If a bubble ever touches a vampire's face, they would dieee!
Or make them do something like a Monty Python movie. (but suited to your short film time limit)
