Need help with leader potraits

It's like this, see:

I am currently making a Singaporean mod, and I need help on finishing the LKY (S'pore leader) potrait. Although I have a 200X240 image of him, I do not have any tools to convert it to .FLC format :blush:. So please! Anyone who can convert it please help me!
