Need quick help with spawn dates

As one could notice if checking my suggestions thread, I propose changing starting dates of several civs. I've done so back on 1.16 while modmoding CivilizationsReborn, but that kinda broke my game. It was playable, but it seems there was hardcoded sequence of civilizations somewhere in .dll file for things like unique powers. Thus, by me changing starting dates all UPs got misaligned to wrong civs. So, I wanted to ask - does such hardcoded sequence still exist with now modular DoC? And what files should I change (other than consts.py) to successfully change some civs starting dates, without issue? I really would like to implement and test some of ideas I suggest.
Also, how can I make certain civs (specifically, Poland) to always appear in game? I remember there was some config that set spawning probability, but I can't find it now.

If you go to CIV4CivilizationInfos.xml, each civ has an Impact setting. If you look at Poland's, it's set to Limited - meaning that Poland won't spawn if you play a civ that starts more than 20 turns after them, and it's more likely to collapse to make room for other civs.
