Need some tips for my current game

I am playing as Gandhi on epic, huge map and noble difficulty.

First I am wondering about what I should've done with the one horse resource on the island. Should I have built a city on it?


And my second question is what should I do with the ethiopians. They are by far the largest civilization on the island. Should I try to settle to the north of them when I don't have any more land where I am now?
I could attack but wouldnt they just spam out soldiers at me? We are about the same level of technology.

those horses are a way too far to get them early. horses are also not very important when you have iron.
as there is still a plenty room for expansion, you don't have to go to war jet, but you could build a city somewhere NE of the copper to block zara from settling the northen peninsula.

The horses are a very long way out, and are by far the least useful fo the three early strategic resources anyway. You've got iron close to hand, which is all you reall need. You still have a fair amount of room to expand before you'll either need to take Ethiopia on, or sail round to grab the northern part of the island.
