Continue project to westernize economy.

Enforce 2.5% income tax by the law of the Koran (shariaaa!), the compulsory donations will go towards building temples where poor people will be fed (gruel) and offered hard labor to improve the infrastructure. The ones who accept and take the job will be fed proper meals.

Encourage trade with France, Britain, the Ottoman Empire, that Sukulu state to the east and other neighbors. Don't invite their people in to our empire unless they're traders with limited paramilitary escort at the most (The Tukulor Empire will guarantee their safety) and take our excotic goods to their places and trade them for whatever we'll need to westernize the economy. This project will also receive 2 economic points towards this program of trading with the west to make sure Tukulor will not be without a trade centre and 3 points into improving infrastructure which will soon become a necessity.
In order to do this I will sacrifice two economy levels which means I've 10 economy points left. Invest 3 eco. to advance education to enlightenment, 2 into civilian leadership, 1 towards military leadership, 2 into training for army, 1 eco. for 5 more divisions.

The most likely results (sans-random events):

+ X% likelihood of Tukulor trade center (2 eco. points direct investment, 3 eco. points infrastructure, 2 eco. points civilian leadership, 1 point military leadership, 3 eco. points education, 5 military divisions (arms manufacturers boost economy and weapons tech. industry) trade encouragement, ongoing westernization of economy, etc.) 2 eco. points military training (up academic enlightement) within military... should have some effects through paychecks and some rippled within the academic community).

+ 2.5% donations ... + infrastructure/culture?

Our belliegerent actions? You have been plotting for war from the start. We attacked you after you began this "Operation Falcon" nonsense. This war was started because of you and your allies.
 
Coming of Age

"Would you like some Brie with that, Monsieur?" asked the Baker from behind his stand. "It would go deliciously with the bread."

"No thank you, M. Thénardier, the Baguette is quite fine by itself. I have far too many cheeses at home. " Said M. Ferdinand-Philippe, placing the baguette rolls into his wicker shopping bag which hung from his left arm. The French shopped frequently, but it was custom to bring your own bag.

M. Ferdinand-Philippe, or as he was known by some - l'Empereur, was walking with his son, 9 year-old Julien. The street markets were only somewhat crowded today, and this was pleasing. M. Ferdinand-Philippe did not like congestion. The air was clean and crisp on this spring day, and both Julien and his father relished in it. M. Ferdinand-Philippe, though he could certaintly get people to do it for him, prefered to shop and cook for himself. He liked to think of himself as a renaissance man, and though this was probably far from the truth, he thought of such men as exemplars and seeked to be one of them himself. How could one rule a nation without experiencing all or most of human nature? One should not, and could not, he thought, rule simply through Palace banquets. One must connect with the people, not simply order them around.

He stopped by a produce market, picking out some grapes and nuts that he mused would go well with some cheeses. He attempted to haggle with the shopkeeper, but this attempt failed. Ferdinand-Philippe, though worldly, had been far too long raised in the confines of Versailles. Money to him had less of a value. It was, afterall, he who was lending it to the people. So he paid the full price and continued walking down the narrow road, his hands running through numerous stalls as he went.

In front and all around him, people continued with their lives, not knowing whom this man was. To them, in his frock coat and top hat, he looked like any other burgeosie gentlemen and so they looked to him with a sort of admiration and distance. He was wealthy, no doubt, and they would treat him kindly for that, but they would not go out of their way for them, as they doubtlessly would had they known his true identity. And so they continued their lives, and continued along the cycle that is the life of a commoner. Work. Eat. Sleep. Work. Eat. Sleep.

"See these people Julien?" Ferdinand-Philippe asked, gesturing to the crowds all around them. "These will be your children, one day, after you yourself are no longer a child and after I am no longer a man."

Julien, who was busy attempting to catch a small pidgeon, answered an automatic "Yes Papa." and continued his chase.

M. Ferdinand Philippe chuckled. He was quite a determined boy. That was good. He continued his lecture, picking up a bottle of some country wine to be used for cooking.

"As any good father, you must govern your children with compassion. You must love your children. However you cannot spoil them, and punishment is a must if they misbehave."

He moved his cain slowly infront of Julien, to prevent him from straying too far.

"See them, all of them. They are happy. They are content with their lives, content with their food, content with their pay, content with their families. Make them happy with all of these things, and they shall not complain."

They walked passed a man who was left, through some bad circumstances, homeless. M. Ferdinand-Philippe gave him several Francs. Julien gave him a smile.

"Revolution never occurs in times of prosperity. Only when the people are discontent with their work, pay, or living conditions will they be rebellious. Grant them security in all these things, and they shall never question your authority." He noticed a sloppily made poster proclaiming him to be a bastard, and his children the offspring of whores. He squeezed Julien's hand tighter and walked on. His face reddened and his temper rose somewhat.

"Democracy is a farce. As I said, do not spoil your children. Democracy is just that. Never will it work, and it will only drive the people into worse conditions than they were before, their heads filled with idealisitic rhetoric. If the people choose democracy, and fight for it, they will end up dissillusioned, they will end up manipulated by some clever character. Tyranny will resume oncemore."

"Yes Papa." Julien continued to say, now musing about some antique market stall.

"Enlightened rule, such as ours, is the only proper way to lead the people. A strong, decisive, and benevolent leader is needed to guide the people. You, my fair Julien, will be such a leader one day. Remember my words, you must rule your children with compassion. Now -" He looked to his pocket watch
and to the contents in his bag.

"Now is the time we must go home." He picked up Julien and proclaimed merrily "To Versailles!"

To which Julien repeated "To Versailles!"
