I think you should just make it very peaceful.

But that dont prevent the human player make war against that civ. It must be a forced attitude

The same as above.
In practice i pretend something like a permanent war type game, except one or some few civs, that act like neutrals, all civs can trade with them, open border etc, but no chance of war either human or Ai players. the neutral are playble civs too.

OK, i found a reasonable way but still using the WBS.
Lounche the game in costum game, with the "permanent war or peace" cheked, and set the teams as you wich.
BEFORE found your capital, enter the WBS, open the Diplomacy window and set who is in war with. Close/save the WBS. Now you have permanent war tems and permanent peace teams.
Because you have not found your capital you have an added option of regenerate the map, with your settings still active
