William the Conqueror (England) (22+1)=23 I wouldn't object if he was made alt leader for England. He's the reason why English has so many French loanwords. Why not upgrade him from a scenario leader (like in Civ5) to a full-fledged Civ leader in Civ6?

Definitely not a perfect leader, as he was at times cruel, and was at times defeated. But no one can deny that he was cool--he wore a disguise (as a priest) and feigned illness to escape captivity, and launched a surprise attack by pretending to be part of a wedding procession.)

Djoser (Egypt) 22 (21+1) One of the most famous Pharaohs. He and his buddy Imhotep got deified and worshipped until roman times, which is quite rare. The Middle Kingdom also saw a lot of legend creating about the two, sadly no story of them is completely readable. But later Pharaohs creating statues of him and all that just shows how important he was to them. He is the Pharaoh under which Egypt was really nascent. There is of course the early and pre-dynastic times, but starting with Netjeri-Chet, it is Egypt emerging as we think of it.

Builder of one of the largest empires in Indian history. His descendant Samudragupta would make for a fun leaderscreen also, with a musical instrument and many wounds. But Chandragupta was the prototype for the mighty Indian ruler.)

To Guandao, I know, but unlike Ōkubo Toshimichi, he was a head of state. True, he was more like Victoria, who didn't have much powers, but he would make much bigger sense than Ōkubo Toshimichi :p
