Do I suffer a reputation or attitude hit when I repeatedly start negotiations, play around with trades, and then choose "never mind"? The AI usually responds with something like "Huh?" or "I haven't got all day" or "Er, whatever." The implication is that I'm annoying the other party when I cancel out of the trade screen. Am I?

No, as far as I know you don't. You're not actually breaking a deal.
